No, 11.0+ has a blacklist for system title versions, you can't just downgrade. You have to install an older NATIVE_FIRM, this only works through the DSiWareHax Installer. So you'll ALSO need an exploitable DS game (Legends of Exidia is still in the eShop).
Don't know if one can just install a DSiWare game as CIA when an ARM11 exploit is released? It should be a legit cia, right?

Think they may have removed legends of exidia as well, I try to download it and its stuck at 99% and wont complete
