Edit : after installing the homebrew channel , you can then proceed to do the downgrade from here , make sure the check and double check the update file size and to format your sysnand before starting.

but you can downgrade to 9.2 to setup CFW and use not legit cias

You can install legitimate CIA files on 10.7, which is pretty limiting. If you downgrade and install A9LH, you will be able to install any CIA file. Follow the guide:

Only legit CIA's , i think , but you're better off installing a CFW to gain the ability of installing whatever cia you like.
