I have a noob question regarding downgrading and installing CFWs... how does it affect nintendo network and features added >9.2 FW such as badge arcade and (i think) themes?

You can't use badges on 9.2, since, it didn't exist then. Also, Not much..

No, it will not. Guis there is a very low brick rate (to be honest i haven't seen anyone actually brick) PLus those on N3DS the repo on Github does say it isnt confirmed to even work.

It may take some time after the Checking CIA information message thingy before it actually starts installing anything.
There's a chance it may have begun to overwrite NATIVE_FIRM if you power off after that message, in which case, my friend, you are in trouble.

Whats the steps to achieve it?

Remove the 000400102002CA00.cia file from the update package and follow the normal downgrade process

Ah ok, so if you downgrade you lose access to the badge arcade. Does the downgrade then remove the app? Or do the app/badges (in ext data?) remain on the sd card in some form where it could be used again if updated?

You can update to 9.2 with sysupdater, but it's safer to just use emunand.
