I had this problem for soo long time now, i have no idea why this happened and im on sysnand.
i think this is related to region changing but i never region changed my 3ds. why is this happning
i once has emunand and rxtools and had the same issue but never got it resolved.
please anyone help

This is what the offical Nintendo Support website says:

"If you continue receiving this error code, please contact us at 1-800-255-3700. Specially trained representatives will be available to assist you, 6:00am - 7:00pm (PST), seven days a week."
That's it. Do you have a linked NNID? If so try to remove it (ask google)

I have unlink it by x and y method
but no idea why this is happening
