    Windows as early as XP has encrypting file system allowing (partial) protection from other accounts (the admin can always run malicious software analog to an Evil Maid Attack to break this). I don't see a reason for not having additional browsers in context of a user account.

    Other than you and your family should consider updating to Windows 10 (because you can't simply get a Windows 11 compatible PC) there is no obstacle.

    Windows 8.1 obviously supports full multi-user mode.

    Do you have the flash stock file (ROM) for your phone?
    If not, have you tried contacting the strange manufacturer and asked them for the stock ROM and the corresponding flashing tool as well as Windows drivers for the phone in low level flashing mode?

    Once you have the possibility to flash it back to stock condition you could consider taking some risks with more radical approaches, which are not without risks.

    Since obtaining new hardware is problematic for you, it is mandatory to discuss things with your parents -- I do not want to be that person from the "evil internet" who gave "bad advice" leading to bricking a minor's phone.
    To make that clear: If it was my phone acting like that I would have taken radical steps long ago accepting the risk to destroy it beyond repair.

    Wait. I got another not so radical idea. Maybe DNS blocking can prevent those ads from loading.
    Or Netguard can block the launcher from internet access.

    Should I watch the DBZ Buu saga through Kai the final chapters? I've seen it has some downgrades such as being cropped in 16:9 (although most sites have Z cropped in 16:9 aswell),

    Watch the original with the original Mexican Dub, and get used to the entire episodes being internal monologue of character A talking about nothing, then swap to internal monologue of character B talking about nothing, then repeat until the episode ends and maybe two actual seconds of new content made it into the episode. It's a good experience, it helped building patience and tenacity in 90's Latin-American kids.

    PS: I don't know, I don't like calling dubs Latinamerican, e.g. DBZ was clearly Mexican, You're under arrest was clearly Chilean, Samurai X was clearly Colombian. All of them were good.
