No, 3D does not work for people blind in or missing one eye. Stereoscopic 3D works by making sure two separate images reach each eye. People with one eye can't use stereoscopic 3D cues in the real world either.
Now, if the man is less than blind, that's questionable. Different visual impairments will probably end up being different. You can definitely see stereoscopic 3D with corrective (not 3D) lenses.
