Went through the Wii U guide, no issues whatsoever. Moved the Haxchi icon to the far side of the Wii U slots. Trying to load up Homebrew Launcher to install per the guide.

Nothing ever happens.

Tried hitting the home button during the Haxchi black screen, tried A, even tried B (which seemed to boot me into some Wii mode?).

Now I'm scared that I will screw it up. WHat are the exact things I need to do once I install CBHC in order to open and install the Homebrew Launcher?

Yes, B on gamepad during startup will boot Vwii (all there in the console's manual)

If CBHC is installed, you should see a black screen mentioning CBHC on the gamepad while booting the console (and on the external display, if it syncs to the video fast enough): on that screen you can either press Home on the gamepad, or Sync on the console (you can also get to this black screen by running the CBHC "don't touch me" app, which effectively soft resets your console)

If you don't see that black screen while booting, CBHC is not active!

If you have the homebrew launcher's elf in the standard location on the SD card, you can run it from CBHC's menu; from there you can run WupInstaller and install the channel version of the HBL, and use that one in the future instead of having to go through CBHC's menu again (you can then configure CBHC to Autoboot: System Menu to skip it in the future... unless you press home or sync, as said)

I see all of the black screens that mentions Haxchi. Is it supposed to say CBHC?

Also are you holding down the A or home button during the entire black screen, tapping it repeatedly, tapping it once, etc?

CBHC and Haxchi are two different things you can overwrite a compatible DS game with, meaning only one is installed at a time, and Haxchi is removed when CBHC is installed over the same game (the reason it's recommended to install Haxchi, reboot, and try it first is that it demonstrates some common errors in CBHC installation)

The icons (on the home screen) and banners (after launching the app) of both Haxchi and CBHC are completely optional, meaning that not only you can have anything you want (leave the DS game's, any appropriate custom picture, ...) - but if you installed Haxchi with its icon, then CBHC without any icon, it would still say Haxchi on the home screen (but you would still get the CBHC manu on boot or on launching the app)

Between the fact you don't have this menu and are asking about "holding A", you probably are still on Haxchi!
Haxchi allows you to map .elf homebrews (or its built-in minicfw) to buttons held while launching the app (or no button being held): for those associated to buttons, you should hold it until the desired app is launched

For the CBHC menu, you press Home or Sync (not A or B) while "CBHC version 1.whatever, autobooting whatever" is displayed on a black background

Ok, so I tried to follow the advice here. CBHC should be installed.

Take a look.

Here is the icon on my Wii U:

When I select this icon, this shows up:

and then this:

So it says Haxchi initially, and then it says CBHC 1.6.

Then it autoboots back to the wii U. No menu comes up if I hold A button or the Home button.

I've repeated this over and over with the same result.

If I only have Haxchi, how can I even bring up a menu to reinstall CBHC?

You have some weird setup. My guess:
-You installed Haxchi (with banner and icon)
-You installed CBHC over it (without banner, so it changed the icon but kept the existing banner = Haxchi's)
-You uninstalled CBHC (which just means it won't start with the system anymore, the app stays installed and should be manually removed)

To be clear, before doing anything potentially dangerous: the screen in your last picture, do you see it for about 2 seconds if you press the console's power button (and nothing else) while it's off?
