Sadly it isn't as easy as just copying a script file and dumping it into another game. There are a lot of considerations, the least of which is parsing line restrictions, as English takes up more space physically than Japanese characters.

'Released at winter comiket 2001, this release contains windows software that will convert a copy of r339 into a rom for the Gameboy Advance' (VNDB).
The best take would be to use emulator that accepts hooking to replace texts. Still you have font to considerate, amount of space on screen, going out of boundaries, etc. And when Remake is incoming, i think nobody would be crazy enough to do it.

It would be even better, and easier, to find the old conversion tool and directly convert the prepatched english version for pc (if possible). I've had a quick look at japanese sites but it's like groping in a dark room; in any case I don't think this tool is considered freeware on mentioned sites.
