@CosmoConstant it would very much depend on what exactly you wanted within that save - characters recruited, support levels between them, items (convoy'd items or on characters), quests progressed etc. By everything, I presume you mean x99 of every item, all characters recruited (or at least all that can be recruited at the same time without locking itself down) with their stats max'd, MC strong as hell with all the shiny pieces, and so on - but we still need a bit more to go on than "everything modded/hacked" ,although there's probably someone in here willing to listen to that request. I know I would if I wasn't doing my own long playthrough.
I'm not picky. I don't need the modded/ hacked game save to be perfect. I just want some sort of edge. Preferably on normal difficulty or maybe I can just change a game on hard mode to normal in the options (I'm not exactly sure).
Then I'd probably say that you should have the following, which I'll have in a spoiler for neatness. Mind you that by "some edge" in Normal, there's not really much that needs to be changed so I've added some stuff for some help in early Hard if its needed.
There are many, many other things that can be changed, but I feel that I hit on some of the main ones. In the end it's entirely personal opinion, and I myself with rather minor changes have been playing on the Maddening difficulty (requires using the Cheat file to achieve) with a decent challenge.
- Boosting stats on Byleth by about 2-5 for a minor impact or 5-10 for a larger and more noticeable early impact, setting Charm to 30, and Movement to 7. This should be more than enough to make Byleth somewhat of a threat early on and the levelling of other characters catches up with them later. The Charm is also useful for Battalions and some other hidden requirements I won't delve into, whereas Movement at 7 instead of 4 allows for a buffer if you want to try a lower Movement class.
- Boosting stats on other characters. The only stats I've boosted on other characters has usually been Charm (by enough so it actually matters) or potentially Res/Def (by a few points just as a small buffer). It's player choice if you want to alter these by any amount and to each their own, but it can quickly enter the realm of them becoming superhumans in Normal / Hard if this is overtuned even slightly.
- Giving yourself about 50-70 Smithing Stone, 50~ Arcane Crystal and 10-30~ Wootz Steel. The Smithing Stones and Arcane Crystal should allow for items such as Silver tier weapons and the Steel + Weapons, both of which are beneficial early on. The last choice of Wootz Steel is entirely optional since it allows for (iirc) the Brave weapons, which can attack twice if initiating combat and can be a tad too strong early in Normal.
- However many Owl Feathers you want, since they're the universal favorite item of characters in the game for boosting their Support rating. Your choice to do this one or not.
- 10-20 Beginner Seals, 5-10 Intermediate Seals, 1-3 Advanced Seals and 1 Dark Seal. The Beginner seals are useful to have just so you don't need to buy more for a short while, the Intermediate Seals are useful since at that point you'll have most of your core group around level 10-15, and the Advanced Seals are another optional choice if you want that bit more of an edge, since you'll (possibly) have access to a character or two's advanced classes by this point in the game if you're lucky. The Dark Seal is an optional choice and one I would recommend against unless you really, really want it / need it.
- Money and Renown. Obviously money is necessary, but Renown is used in NG+ primarily, whilst having some functions that are more apparent soon to this point - I won't say anything more as it might spoil stuff for the select few that really care about this, but you'll probably have 5k-10k Renown by this point so you can either choose to leave this alone or at the most double it (and by most I mean max that wouldn't just give you too many benefits).

What do the bit5 and bit21 flags do in the roster editor? I'm going to add unrecruited characters in but i don't know about the additional flags.
I can add a new nightly to the Edizon sphere. It makes it so you don't crash all the time.

i made past this as well..
the skill multiplier Code(s) is :
x64, x128, x512, x1024 , x2048 , x4096 , x8192 EXP
same for level multiplier.
also for Level Stat Boost upon level(s)-up , i did +3 to +10..( can do higher upon request),
but honestly don't see no point further than that, considering +5 and or +10 stat boost each level up
will make your character like Untouchable on there after couple levels..
