Can i use multiple psn account on ps vita?and i access this two acc?at same time?..sorry still newbie

You can't access them at the same time, but if you got a 3.60 Vita and hacked it with HENkaku, you could use Vita account switcher.
That will allow you to use multiple PSN accounts.
