Hi, I'm not sure if it is correct place for my question, if not sorry

.
If I buy a PS Vita game from for example Slovakia or France, will it have all dubbings or Vita will download it from PSN? Or if I want Polish dubbing i must buy a cartridge from Polish distribution?
