WinSCP is a Windows client for Secure Copy. It is a method of transferring files (FTP) wrapped in an SSH tunnel for encryption.

When it mentions seed it is most likely talking about generating a key pair for your computer for use in the key-exchange process.

In short, not BitTorrent.

i went to uninstall WinSCP. as it brought up the uninstall i had the chance to clear the components.
it said something like this "random seeder".
as far as i know, seeders are something to do with torrents/filesharing

It is a client, not a server, so it will not allow people access to your machine. That being said, if you are not looking to securely transfer files then it is probably not something you need.

This. Normally the program may ask you to move the mouse around erratically to help ensure a random key.

If you need something to transfer files to an SSH server then WinSCP is the way to go for Windows.
