I'm trying to unbrick my Wii U using a Raspberry Pi Pico and ISFShax, but I've hit a wall. When I power the console on, the power LED goes straight to a solid blue light, but the TV shows no signal / a completely black screen and the GamePad won't sync. I have my Pico hooked up as a recovery jig and the required minute files on the root of my formatted SD card, but the exploit isn't triggering and I can't get the menu to display at all. Is this a sign of a completely dead eMMC, or is there something wrong with how my Pico/SD setup is attempting to force the boot exploit? I'd really appreciate any advice on how to troubleshoot this next!

From my experiences over 10 Wii U consoles, all of them can be triggered using PTB exploit, but if the RAM is faulty, the power indicator will flash in blue after triggered. In your case, since it is solid blue, I would guess the PTB trigger is not successful. Some consoles need contact of TP73 instead of the negative pole of CR2032 battery slot.
