Misc [HELP APPRECIATED] WaraWara Plaza + System Text Loading Times

Hello, everyone! I know there are a lot of talented people in the community, and I was wondering if I could get some help. I was recently asked to repair a Wii U with a long boot time, completely stock when obtained. With permission from the owner, I Homebrewed (with Aroma) in an attempt to investigate and correct the issue.

Upon both startup and exiting an application, the Wii U takes roughly 30 seconds to show Wara Wara Plaza. If there is an error message, such as the Power Down warning supposing there was an unexpected shutdown, the text also does not display for that time. It's also missing on the User Selection screen, but reappears after about 30 seconds. It gets stuck looking like this on both the TV and the Gamepad for 30 seconds every time (pictured below):

I've tried disconnecting from Wi-Fi, removing all external devices, using Inkay to reset Wara Wara Plaza, and so on. Nothing has worked. My system information seems to be perfectly fine, but just in case, here's some basic information:

Now, the owner informed me he used a Samsung flash drive to store the games, which have notoriously bad read/write health, especially with the Wii U's constant read/write cycle. I've ruled out a lot of other options, and I'm wondering if a flash drive has the capability to corrupt Wii U system files. If so, is there any method to repair or reinstall these files? Is this even the issue, or am I way off?

I forgot to mention I've dumped the system NAND, so it is backed up and safely on a PC.
