hi people, really new so please dont burn me, two questions, what is the best windows-switch emulator and how to remove the 30fps cap so i can play them on 60fps?

Don't worry, these are not silly or bad questions because it really isn't as straight forward or "easy" if you've never setup an emulator.
I would say the most performant Switch Emulator is Yuzu but it hasn't been updated for over a year now since Nintendick threatened the developer. On the other side Ryujinx is the most accurate one on which more games run correctly/stable and is getting bugfixes and compatiblity updates from time to time.
I don't know if I am allowed to provide any links for these so you might have to google them or look in the forum here. But be careful so you don't download any malware if the website looks "too good". These are mostly sketchy because the original ones have been taken down a long time ago.
Unfortunately there is no universal solution to how you make any game run on 60FPS as some games are firmly locked in their engines to run everything on 30FPS which can't be decoupled easily.
I can just mention a few of the games I play:
- For Breath of the Wild and Tears of the kingdom you can use the NXOptimizer (https://github.com/MaxLastBreath/nx-optimizer). This is a mod that makes the game run on any resolution and framerate you like with some additional tweaks. (I clearly recommend Yuzu as it runs fast there once you have setup everything correctly. Depending on your CPU and GPU you can get stable 60FPS in 4K or even higher resolutions. If you PC is weak you should be able to get 60FPS on 1080p though, depending on where you are in the world.)
- For Animal Crossing New Horizons there is no possibility to make it run above 30FPS without speeding up the entire game logic. That is why I play it on 40FPS instead. Everything is a little faster but not ridiculously fast so you can get used to it while having a smoother experience. For this you should be able to unlock it with cheats. On my modded switch I use the overlay FPSLocker. (I haven't played it on emulator though... only on my switch so I can't tell if it runs on Yuzu and/or Ryujinx. I guess maybe both but Ryujinx might be more likely with the current update)
- Mario & Rabbids Sparks of hope can run perfectly on 60FPS with a cheat BUT ONLY ON RYUINX. On Yuzu it is buggy and the lighting is broken. Yo also need to be sure you use the correct game version/update so the cheat can work.

You have to name the file exactly as mentioned above and put it into the cheats folder of the game/emulator. In Ryujinx you have a menu for that interface that opens the correct folder so you can place that text file there.
Otherwise you need to look up how to get to run each game on 60FPS individually and see IF there even is a mod/cheat or other possibility.
PS: My instructions are not absolutely complete so just ask if you get stuck. This is just surface level information as you need to learn to setup and work with the emulator's settings und features. But before you write look up some tutorials on Youtube for that and try to get an understanding for them as many things can be done easily with them.
