Hacking Can I inject Riivolution mods into an ISO?

It depends on the Riivolution mod, if it's just straight folder/file redirects, then yes, just unpack the ISO, replace the files and then repackage the ISO again.
However, you have to look at the xml file that is is normally included in the Riivolution mod, the xml file will tell you what is required, normally it's just file folder redirects, but if you see memory offsets, then it's most likely this will not work as Riivolution needs to make changes to the Wii/vWii on the fly for the mods to work, also some Riivolution mods require GCT codes to be used as well, both these can't be added to the ISO. I just had a look at the Neo Mario Galaxy mod, the xml file shows some memory offset changes it needs to be done, so you may not be able to create a ISO out of this, by all means try but just something to think about.

So, I can use something like Wii Scrubber to extract & repackage the ISO? Also, those memory offsets are hex values, aren't they?

Yes, any app that can extract the files from the ISO and re package the files back to ISO, my go to app is called Wii Backup Fusion, I'm sure there are others out there that might be better, but I never had issues with this.
All the mods that I have tried (successful) to inject into the ISO file, I never had to deal with memory offsets or GCT cheat files that Riivolution uses/requires, I just replace the required files.
I don't know the technical side of what the memory offsets are in the xml file but yes I assume this is the hex values.

Also, as a quick recap, Newer Wii also uses these memory adresses, Dolphin did notice a memory error, but the game plays fine. Maybe at a later moment the game will stop working, but maybe these mods will just work fine.
 
I managed to create a tool to patch some SMG2 mods (took me a while to understand gecko codes and all that stuff). I have to manually create the patches, so the tool is only responsible of applying them on the game image. If someone want to test it search for "SMG2-Mod-Builder-To-USB-Loader" on DuckDuckGo (I can't share links at the moment).

I only got lucky by using Uloader, USB Loader GX didn't work for me.

is dolphin more efficient to use when rebuilding because last time when i rebuilt metroid other m with maxximum edition mod i got my system bricked

How do I check wether or not there is memory offset? I'm a newbie when it comes to coding.
