3DS Recovery Menu Not Working After Region Change

Hi, I’m posting here since I haven’t gotten any answers to my query on Reddit.

After completing a region change on two New 3DS LL consoles (Japanese → European), everything seemed to go smoothly. Both consoles work fine, including eShop access.

I followed the guide on 3ds.hacks.guide. Before the region change, I did a system transfer to another Japanese console to release them from the “sticky” tickets and prior association with the Japanese eShop.

However, I noticed that I can no longer boot into Safe Mode (L+R+D-Pad Up+A + Power). Instead, both screens just go black (with the backlight on), and there’s no sound.

When I reverted back to my original nand backup, the Safe Mode worked normally again.

This issue occurs on both consoles after the region change.

Another annoying side effect - after any unsuccessful attempt to enter Safe Mode, the system region always resets back to Japan, even though there is no Japan entry in the EU firmware. Language stays the same.

Could someone with a region-changed New 3DS check whether they’re still able to boot into Safe Mode? I’d like to confirm if this issue is specific to my consoles or a general side effect of the region change.

I found some info on discord. Apparently region change breaks Safe Mode:

safe mode doesn't work on region changed consoles because luma doesn't patch cfg on it to load the changed SecureInfo_C

And a workaround is to edit luma config file:

open sd:/luma/config.ini, find `enable_safe_firm_rosalina` and set it equal to 1

From what I’ve tested and read, it seems there is no permanent fix for this. The console has to be hacked, with an SD card inserted, to behave correctly. This is pretty disappointing, since I was hoping a region-changed console would act exactly the same as a native-region one.

I really think this issue should be mentioned on 3ds.hacks.guide, since it’s quite significant. Losing access to the Safe Mode means users are left without Nintendo’s built-in “backdoor” and must rely entirely on custom firmware, which isn’t completely failproof.

It feel bad for resurrecting the post but I am having this issue as well. When I try to boot into the safe mode with the option turned "1" in the settings nothing happens. I believe on the note it says it only works on 2DS and new versions. Unfortunately I have a 3DSLL.

Is there a way to boot into the safe mode on old hardware?

I have just tried it on my region-changed Japanese 3DS LL, and I can confirm that editing the config file does not work. I haven't researched the problem since my last post in this thread, so I am not sure if there has been any progress or a new method to solve the issue.
