Install the translation is easiest on Switch - you have to put in contents folder under Atmosphere. Follow the path that is provided by downloaded folder.
As for emulator, you have to add and enable the mods, so setup is different from emulator to emulator. That changed a lot after Nintendo got emulator developers to shut the project down and stopped update the emulator. It would be more helpful if you take to correct emulator support that where members are able to help you.
The game must be correct version to get translation works.
