How are WiiWare / Virtual Console Operation Guides made?

I recognized from research that some manuals redirect the user to HTML pages to navigate from, but what about images that look like the following examples?

I ask for your opinion as I want to discuss on an application, which specializes in creating these manuals for custom made or injected games. I know you would say "just use a paint program," but I feel a dedicated application sounds more practical.

The ones from channels, u can download from the wii shop channel will direct u to the wii shop channel, manuals from mostly system titles (like forecast and news channel) are IN the channel. U can still access these pages on the wii shop channel, but because nintendo delisted them, u need to start the channel with args, look here: https://wiibrew.org/wiki/Wii_Shop_Channel#Technical_Information
Or just use wiilink's Nintendo Channel.

Yea, the Wii Shop does iirc. This is a screenshot example of an actual HTML file.

I'm referring to what @JuanMena mentioned, "manuals in the channels themselves", which from extraction were just JPG images. I found some of them specifically in a hbm directory in WiiWare WADs.
 
Those answers are incorrect. The controls are stored as JPG for the HOME Menu. However, the manuals are on the shop

Would you know from your experience on how they'd be made?

They're easy to find in the game files, as they're standard JPG. They might be in a folder called HomeButton3 iirc
