Have you tried making smaller theme packs at a time? There's probably a limit on how many themes can be in a CIA before the 3DS acts weird about it.
it is not about the size, because I made smaller pack than my first one as a test and it would also black out the icons

I have messaged Redunka if they could make a pack for me, will see if I accidentally exceeded some limit (although I am unsure that is the case, there is like maybe 70 themes in the pack or something like that and isn't the limit 100 themes?

Here in 2025. It seems your PNGs is too heavy to be "acceptable". You must reconvert them to make it more lightweight. You can use XNconvert to do it. In your folder theme, research *.icon.png. Select all and put it to XNconvert (CTRL+A and Drag and Drop). In action tab, select postrize, then select 32 in number of colors. In exit, check source folder, delete original and, select PNG format then, go to settings and make sure the level of compression is 9 (the maximum). After all of this, click convert. All of you'r PNGs gonna be replaced by the new one. Howling Theme seems to be less struggle when the PNGs is really lightweight. I do this with a pack of 100 themes, and all icon is lookin good now. (Sorry if my english seems weird, that's not my main language.)

Hi there, not sure if it's going to help anyone out but here it goes. There's probably someone like me who still tries to get this working.

I gathered 100 themes; official and unofficial from themeplaza. When I first tried to make a themepack, the icons turned upside down. So I flipped all the icon files upside down as well. I tried again and all the icons turned black. Sigh...

I noticed that the icons turned black when I saved the file of the themepack straight onto my laptop. When I save the themepack to my sd card, the icons work as they should. Note that the icon files are still flipped upside down.

I hope I can help someone out here. My technical knowledge isn't that much, but I just did some trial and error stuff and it actually works. I keep three themepack cia files on my 3ds and all three are working as they should.
 
I'm gonna test my luck here, but I'm trying to add some Puyo Puyo themes to my Japanese 3DS. The problem is that the themes I managed to get are all translated versions.

Would anyone happen to have a list of the exact original Japanese theme names for all the Puyo Puyo themes that used to be on the Shop? I'd really prefer the names exactly as they appear in the Theme Selector.

Yes (if Google Docs is okay), and here's the same list with translated versions so it's easier to tell which is which.

As well as official names for all of the themes released in America and Europe in every language that those regions have support for, in case anyone needs them.

How to change the sysapp icons, like camera, eshop, diary, …?

This tool can't do that. You'll want to use Anemone. All you need to do is make a badge like normal and add the TIDLow number to the file name between then name of the badge and the extension. For example I would use "eShop.00021900.png" to launch the eShop on a North American console. It's important to note that the TIDLow varies based on your region. This page has a chart of all the TIDLow values.
