If your sticks aren't suffering from tear and wear IPA should fix it

It will not fix it, only alleviate the issue for a time. The recommended is always replace the stick since how the mechanisms of potentiometer sticks work, it always wears.
If you cannot afford hall effect sticks, using IPA and/or a piece of paper to rise the stick might help while you get the hall effect ones. Gulikit is the brand to search for, since they're usually considered the highest quality.
