i know there are a lot of random files, back when i used it i tried to get all kinds of random stuff, i planed on asking someone smarter then me on how to get rid of them without deleting a system file, and i have never even heard of arm9loaderhax so im assuming i don't have it?
arm9loaderhax, also known as a9lh, is what was used before boot9strap. You've clearly either had it in the past or currently have it, judging by the arm9loaderhax.bin file on your SD

looking through it i have a boot9strap folder on my sd card with other boot9strap files in it, idk if that means i have it installed or what,

Ok, I do see the console specific files, it *might* be installed, but using an out of date version, have you tried doing this https://3ds.hacks.guide/updating-b9s

Ok, I do see the console specific files, it *might* be installed, but using an out of date version, have you tried doing this (removed because new account)
New problem, i tried doing what the link told me but it still wont boot, same as last time. Just the flash of the power light then it turns off.

Actually, since the console specific files are there, b9s is most likely installed already, though, just an old version
I can tell, seeing as the file date tells you that its from 2017.

are you *sure* you put safeb9sinstaller.firm on the root, renamed to "boot.firm"
"boot.firm" seems to already exist on the SD card. Don't you mean replace it or add it as a payload?
