The file uploaded in the download centre is the source file. To get the binary (.nds) you have to go on his website...

my own .spr format, which is designed for easy use in future .nds games.pilotwangs said:
You can convert them to whatever imlib-supported format you want (e.g. .png, .gif ...) using the appropriate script and there is a separate open-source library if you need to reuse the .spr files in your own games, as well as a separate (pre-alpha) level editor directly using .spr tilesets.
