Homebrew MAME Roms to .cia Format Convert

Is there an Injector program that lets you convert Arcade Roms to .cia format? I already know of the console / handheld injectors as virtual console for the 3DS but I can't seem to find for an Arcade conversion. i have seen youtube videos arcade games playing on 3DS via .cia format. Tried to comment but no one is replying to me.

Helpful feedback are much appreciated.

Yes...is it only applicable to Capcom Roms or to all arcade roms?
