My ps4 has apparently never overheated, but it does get hot to the touch on top and I was wondering if it would be wise to increase the fan speed. Can you point me to a way to do it? I looked in debug settings on 9fw but it doesn't seem to be there. I also wonder how high is too high, like I'm guessing I shouldn't use highest max fan speed? Looking for opinions.
 
If you are worried about heat, the absolute best thing you can do is apply new (but decent) thermal paste. It's not a difficult job but it's not a quick one either

And if you're opening her up anyway, cleaning out all the dust and debris from fans, vents and everywhere makes a huge difference to the effectiveness of the cooling system.

More direct answer, there's a payload to control the fan speed (you should be able to find it from Google or from searching the pinned AIO thread), but I don't have any experience with it.

Find the post on PSX Place called PS4 Temperature. Should be the first thing on Google if you search "ps4 temperature pkg".

This is how I control the fanspeed on both my slim and my pro. It works great. You fire it up once, set a desired temperature, and quit. Every time you re-jailbreak you'll have to run it again.
 
unlike ps3 cfw fan control they gradually increase it's fan speed from 40% to the max Speed, on the ps4 when you set a temperature i.e 70°C when your PS4 Hit 70°C then the fan speed is set to the max speed
