Wii u plugin loader not loading

Idk why all my other homebrew works I have tried to reinstall it multiple times but when I open it just goes to black

I don't remember where I got it from, but I'm pretty sure it will load the dark mode plugin without that text file, as long as there's only one .mod. I don't seem to have the text file, and it works for me. I don't know how many .mod files Norris is using, and I had forgotten about that file being needed, at least for several .mod.
