Hacking Others QR code error on FBI (3DS)

I tried to install star fox 3D on my 3DS via QR code, it start normally, but then, it throws an error:

Failed to install from URL
Result: code: 0xD8A0A48
Level: Permanent (27)
Summary: Invaild state (5)
Module: HTP (40)
Desc: <unknown> (72)

I already tried it multiple times, and it always gave the same error
I use a Qr code given by hshop, but it still in the 3 hour time before it expires

im guessing if its failing to install from that site, you may need to find it in a different place to install it.

I looked for another QR codes in other places and none of them worked, only the hshop ones, maybe it has something to do with my internet? mine is a bit slow

The guy haven't been here for like 2 years. But based on the error code, it seem it failed to install, use another source.
