ROM Hack How do I download the Mobiclip Multicore Encoder?

Title. So I have a nintendo dev portal account and I wanted to convert some videos to moflex for testing but I can't find the download for the software anywhere. I was able to obtain the license thru the site but I still can't find the software itself. Does anyone know where the download is (preferably a way that lets me obtain it legitimately because I don't wanna pirate or get in trouble with nintendo). If I need to move this thread somewhere else I'll do that

Did you happen to notice when the license expires? I have gone back to the portal since and can't seem to find a date. I thought I remember reading it expires at the end of this month, I'm hoping they changed it.

honestly I would but i dont even remember to be honest, just check everything 3ds on the page till you see it
