Double check if you have entered the custom DNS server. If the custom DNS is entered and does not work: Try another internet connection like told on the guide.
Seedminer is a little more work but still a working alternative in case safecerthax does not work for you for whatever reason.

What kind of help is this supposed to be? "I have a problem with installing CFW on my 3DS […]" → Answer: "3ds.hacks.guide"

Huh? No ID0 and ID1?
How did you start Seedminer then? The ID0 is already needed in previous steps.

To make this extra clear, there is no folder named <ID0> or <ID1> . That is a placeholder for the long hexadecimal ID. It should look like this (random example data, not actual IDs)
SD:/Nintendo 3DS/09080b96fb878690ec48f3ff4a2b3aee/529fb24435e9daa2f7a8c27d5a7c985f
SD:/Nintendo 3DS/<ID0>/<ID1>

If you have multiple folders it means you have used the same SD card on different 3DS consoles, since each console has its own unique ID0 and ID1.

If that's the case, you need to backup the content of your SD card and save a copy on your computer, format it FAT32 and insert it back in your console, so that it can create the ID0 and ID1 folders of the console you want to hack.

Once you do that, can you share a screenshot of your Nintendo 3DS folder here? There's no problem with sharing this information, as the ID0 and ID1 are unique for each console and have no use to other consoles. :)

You are likely missing SafeB9SInstaller.bin from root of SD, or you have the wrong SafeB9SInstaller file there. To clarify:

- Root of SD refers to the place where you can see the Nintendo 3DS folder but are NOT inside of it.
- You might want to enable file extensions if you haven't already, otherwise you might see stuff like SafeB9SInstaller with no clear file extension.
