Homebrew Has anyone figured out why the home menu won't load sometimes?

so i had an issue where i could load into gm9 and pull up the luma menu, but the home menu wouldn't load. I went online to find a solution, and i found that the solution was to leave your 3ds open at the home menu for a while, and that it is unclear why this happens. These threads were from a couple years ago, so i must ask- Has anyone figured out why this happens?

i'm on 10.1.2
i think this might also be a problem not with luma, but with how hax interact with the system, because it happened to me after installing a sims 3 cia. (idk if the cia was malicious or anything, i deleted it's entries via gm9 once i powered it back on)
