ROM Hack 3DS starts only with SD card

Jesus christ, if I understand this problem correctly, it takes about 5 minutes to solve.
Step 1: Look up the Luma3ds Updator.
Step 2: Download the cia. Put it on your sd card.
Step 3: Install it on your console.
Step 4: Unwrap and open it.
Step 5: Press A on "Install stable version".
Step 6: Press A + X to enable downloading the boot.firm onto your CTR-NAND. This lets you boot without the sd card inserted.
Step 7: Wait a bit.
Step 8: Press START to reboot.
Step 9: You're done.

The problem isn't if OP cannot install boot.firm to NAND, but he cannot open the chainloader.
My guess is, he bought this 3DS already pre-modded, or he just forgot everything he did in 2016 to install CFW and hasn't touched the console since.
