Are you buying one bag along with some normal groceries? You will probably be OK.
Are you going to chin an old lady to get the last one in the shop, and then rock up at the counter with either bottled water or basic food elements that surprisingly few people know how to make into proper food these days? You will probably be looked at oddly, though who cares or if you do then go to a supermarket that you don't normally go to.
I’ve seen people carrying 3-4 packs of 24 rolls of toilet paper, if you’ve got less than that you’ll be fine in my contextless eyes.
Probably won't be buying it along groceries, because I did my grocery shopping just today. And none of the shops had toilet paper left.
I'm not gonna chin an old lady, I'll probably just pull a "grandparent scam" and get the toilet paper along with her entire savings.
Any person in their right mind looking to stock up for the immediate future in case things get bad would stock up food, canned one especially and generally anything that lasts long periods of time and was packaged at least a month before buy date (eg: cereal which are often packaged 2-3 months in advance), since before people need 500 12-packs of toilet paper the trade embargos will make it so they have nothing to eat and you don't need to be an expert in biology to understand no eating means no shitting
