I checked.
The saves also have dummy item in list of consumables and crafting ingredient list.
However, it does NOT have all costumes unlocked. and No dummy costumes at all. so thats a good plus.

Costumes arent in Key items list or in Consumables list so idk why costumes & dummy costumes are fully unlocked after using THIS cheat:

Only small problem about the saves is that Itsuki's first weapon is already MASTERED and you cant learn any of its skills.
^ Is there a way to undo that MASTERED stat in-game? As in reforge the weapon into its un-mastered state?

In Tokyo mirage I manually hex edited ituski to level 99. His hp & ep did not increase & no skills were unlocked. I also hex edited hp to 9999 ingame during a battle but the value reset itself back to default hp level. This is weird behaviour.

if you have a save with them, it will speed up the process, not only because i started the game, but because i have no clue what that item is or does. is it a form of level up, trust up, money?

the cheat writes to 8400 address (000012c0), you could try counting how many items are in the game then using that value on the cheat code

I have never play the game before, if Weapons are level up by exp, then you might need to reset its exp to 0

Is anyone having an issue with Tokyo mirage sessions where the cheats won't show up despite being in the right spot and correct. I have tried downloading the titles rar and using that. I also made my own file but it still won't show up. The title id and build id match so its real confusing why it won't show up

Try looking at the cheat file with a hex editor, I have corrected several files with the hex-editor plugin on notepad++. You're looking for characters that don't belong there...
And just to confirm, what is the path to your cheat file?

You can actually reforge weapons in game at a certain time but I don't know how that can help your issue... And you're sure that Itsuki didn't learn the weapon skills?
