For that, use this thread and adapt for .3ds files (the script work only for .cxi)
If that don't work with .3ds, use .cxi

(This method works only in rare cases, all games I tryed with IDA Pro are not compatible with this méthode ( ;-; ) )

Can you tell me what region is your game?
For me, my game is in USA with DLC installed and it's (still) working for me.

The Default FPS cap for this game is 60 and tested on New 3DS XL.

Playing Monster Hunter XX on my Japanese 3DS with the 60fps code is amazing. Using v1.40 with English Patch in the romfs folder.
