SNES Mini, they aren't that expensive and they have good build quality, they're worth buying
If I had to choose another one though I would go with a Raspberry Pi with a nice casing on it and a SNES/SF to USB adapter

Not really I got my PS Classic for around 35$ brand new. He should search offers via eBay or sth else. Nintendo Minis are more expensive. PS Classic is more powerfull than RaspberryPi.

So... If i buy the Raspberry Pi, I will start projects like a portable NES/SNES/C64/NG/SEGA/PS Classic Mini with an NDS shell (or of an GBA, GBC, GB, GG ect...)

Zero is weak, even regular Pi have problem with PS1 games

2nd: I had an PSP but I haven't an micro SD to Memory Stick Duo adapter. My adapter is broken, and I'm not at home, but I'm in vacation without my PSP (I have with me my phone and my portable famiclone that looks like an Gameboy)
Adapter are damn cheap for PSP on ebay/amazon. Pi zero is cutted Pi, so you could have problems with compatibility with some games. There are lot even cheap Chinese handhelds, but they are not emulate PS1 properly. If you do not wanna spend more money I think PSP is good for emulate systems that you stated, also you must only get adapter that is damn cheap.

The Pi Zero (or Zero W if you want wifi support) can play NES, GB, GBC, Sega Master System, Sega Game Gear and Sega Genesis well enough (I recommend downloading Retropie for this - it is free). But many SNES games lag badly on the Zero and anything newer than that besides the GBC is out of the question. Also be aware of the hidden costs associated with the Pi Zero (a USB micro to USB adapter and a mini HDMI to HDMI adapter). Also, all Raspberry Pis need you to buy a micro sd card (recommended 8gb or greater) before they will do anything at all as they have no internal storage. My Pi 3 can play everything up to (and including) PS1 fine, but will not play N64 or Saturn as they are notoriously difficult to emulate at the moment without powerful devices. The Pi 4 is so new at the moment that emulators haven't been optimised fully to use its power yet and it has overheating issues, so I would not recommend a Pi 4 right now.
To summarise, all Pi devices are a bit more expensive than they look at first, and the cheap one, the Pi Zero (W) isn't a great option if you want to play SNES games.
Also, very cheap clone consoles like you see on Ali Express are not worth your time or money and are likely to be unable to play some of the consoles they claim to at bearable speeds (Usable PS1 emulation is out of the question for a very cheap clone console and, if any games are playable, they will be the ones that are entirely 2D, not 3D games like Crash, Spyro or Metal Gear Solid) if they allow you to play your own roms at all. Also, the majority that don't allow you to add roms are just famiclones designed to trick you, even ones that look like a SNES or PS1. Never trust the reviews because most reviews from AliExpress are fake. In the end it depends what your budget is, but it sounds like it may be too low for a good solution.
As for whether you can get a Pi in Italy, I don't know, but I would be very surprised if you couldn't. They should be roughly the same price everywhere. Maybe check Amazon Italy? There may also be other companies that are official Raspberry Pi sellers in Italy. For instance the UK has Pi Hut and Pimoroni.
