When trying to extract the latest update for Dragon Ball Xenoverse 2, It extracts the exefs folder instead of the romfs one. I tried with DLC's and it worked fine, I don't know why the update doesn't work
for the update you need probably the base romfs.bin file
check the hactool log and you will find it out
