Going back to your post #1, do the CIA files that fail to install on your new card also fail to install on the old one? Your roms could be bad dumps.

Maybe you have the write protection switch set to LOCK like this?

I have tried different cias even the fbi cia.
I have a custom theme installed so I don't have it locked

Google and GBAtemp searches for others with FBI error code 0xD9004588, they say a possible cause is outdated CFW.

Are you using custom firmware trifecta Luma3DS v9.1, GodMode9 v1.7.1 (or newer), boot9strap v1.3 (or fastboot3DS v1.2 stable)? What about arm9loaderhax CFW?
Is your 3DS firmware on the latest version 11.9.0-42U?

If everything is up to date, first back up your SysNAND and then try repairing the 3DS firmware with CTRTransfer.
If the CTRTransfer doesn't fix the CIA fail to install issue, restore the SysNAND.

Whoever hacked your 3DS would probably suggest CTRTransfer as well. That means your issue most likely isn't coming from the 3DS firmware.

***

Try installing them with the latest FBI. Current one is v2.6.0.

***

Check if those *.cia files are good dumps.
  • GodMode9 → 0:/.../example.ciaCIA image options... → Verify file
A clean rom should be Verification success. If you're getting Verification failed, you'll need to download new copies elsewhere.

It says
O:/cias/FBI.cia
Verification success
The checklist of things that were tried or known.
  • The new 16 GB SD card passed H2testw.
  • The 3DS is using the latest B9S, Luma, GM9, and 11.9 firmware.
  • CTRTransfer was attempted.
  • The CIAs are verified to be good with GodMode9.

I have no idea what's wrong with your current setup. For strange cases like this one, I recommend further testing using a reference setup.
  1. Use your original 8 GB SD card. Copy everything off that card onto a computer.
  2. Reformat it in FAT32 + 32 KB cluster size using Windows File Explorer or guiformat.
  3. If you haven't tested it before, full Write + Verify the empty card with H2testw.
  4. If the original card passes, delete the *.h2w test files.
  5. Download this CFW starter kit. Extract the files onto the card root to build a test setup.
  6. Add your SysNAND *.bin image and *.sha files at:
    • sdmc:/gm9/out/######_XX########_sysnand_000.bin
    • sdmc:/gm9/out/######_XX########_sysnand_000.bin.sha
  7. Add your CTRTransfer *.bin image and *.sha files at:
    • sdmc:/gm9/in/11.5.0-38X_ctrtransfer_x3ds.bin
    • sdmc:/gm9/in/11.5.0-38X_ctrtransfer_x3ds.bin.sha
  8. Insert the SD card into the 3DS, turn on the system, and hold (SELECT) button to access Luma3DS v9.1 configuration.
  9. Press (START) and hold (START) to access Luma3DS chainloader → GodMode9.
  10. Restaurar una copia de seguridad de la NAND (Restoring a NAND Backup)
  11. Perform CTRTransfer (Type D9); this is different than normal CTRTransfer.
After downgrading to 11.5, launching Hombrew Launcher, installing system tickets, updating back to 11.9, and restoring DS(i) functionality,

12. Through the Homebrew Launcher *.3dsx FBI, try to install several homebrew CIA apps found at the sdmc:/cias folder.
  • Try installing the *.cia version of FBI.

i did things like in the ctrtransfer type D9 instructions, but at the SHA verification of CTRNAND image, it shows SHA verification failed (i copied both files at the same folder)
