Well we already did have userland access without the need of RCM. In fact, PegaSwitch was a thing way before Fusee Gelee was even teased. PegaSwitch already works on firmwares 3.0 and below. It got a commit for 4.1 support a long time ago but I didn't see anyone try it.
 
Keep in mind that BrowserHax does not have 100 % success rate (still good enough though) and that all your Miis will be deleted in case you care.
At least that's how it was for me when I was using it on a daily base on 3.0.0 back in the days.
 
By the way, be careful while messing with this before it's properly integrated. I haven't personally ran into the "supernag" thing ever, so I'm not sure what's the state of that nowadays.
I've always tested this with a manually configured network connection pointing at PegaSwitch's DNS.
