You're not reading the OP correctly. The fuses are already burnt. It shouldn't boot the lower firmware if too many fuses are burnt.When boot it will burn the fuse to make it match.
You are missing Kaflukes point. Older firmware should not boot due to the wrong number of fuses being burnt (to many)When boot it will burn the fuse to make it match.
