This makes no sense. The fuse count must match the OFW firmware you're booting to or it wont boot. Period. I'm talking no RCM, no custom boot loader, no CFW... just power on and boot. It must match

You're not reading the OP correctly. The fuses are already burnt. It shouldn't boot the lower firmware if too many fuses are burnt.

You are missing Kaflukes point. Older firmware should not boot due to the wrong number of fuses being burnt (to many)
