I found it, that's my point, I asked earlier how I could get it to work with FBI, because I get an installation error, NCCH, so I was asking if I need to have the game itself installed as a .cia instead of using the 3ds rom

You're most likely needing to find the cia file somewhere.

I was wondering about this too, does it make you like... able to befriend yokai regardless if they're present on the map as black icons?

no it means you can befriend yo-kai that aren't usually befriendable (black icon in mini map)
