Hacking Discussion SX OS/Pro Offline Confusion

Been reading up on discussions and information regarding how Nintendo's piracy detection works in the realms of Cartridge Certificates. Many have been saying "as long as you play your xci's offline on SX OS/Pro you won't be banned," but the deeper I dive the more untrue that sounds. Is there any information out there from trusted members in the switch hacking community that showcase certificate information being stored (and sent when connected to internet) even when you launch a game offline? Or is certificate sending/verification only known to happen when you connect said game online?
 
So, I were on OFW and turned off wifi and went to OX OS to play some backups. Then switched backed to OFW to play some of my purchased games I want online. I have heard this will not get you banned. Essentially, not allowing wifi on OX OS at all.

Additionally, not doing any homebrew. Just playing backups.

Can anyone confirm this is safe?
