No, and there will never be a way.

nro-files are binaries and xci cartridge dumps.

Let's compare it to a pc:
A nro is something like a single exe-file, while a xci is a whole harddrive (might contain several partitions, applications, datafiles...)

Yes, people will do whatever they want and you don't have a say in it.
Oh, didn't realize that you could pirate games on the Switch right now. Why don't you take the time to read my whole message instead of nitpicking only what you want to read?

You can certainly dump them. (or get them off the internet!) Of course you can't launch them. Piracy is piracy even if you don't use your files.
 
Not sure what's weirder here, the fact that OP is trying to convert a properly signed retail cartridge file into an improperly signed homebrew file or that some users have a problem with someone typing the word "baby"
