Maybe I'm being stupid but why do people see the release of CFW and the release of homebrew being two different things? If CFW itself doesn't give you homebrew then what exactly is it supposed to do?

You will be able to use homebrew with CFW, and the first available access you will have to homebrew and CFW on 4.1 will be through Fusée Gelée, which will be released this summer alongside CFW. If you wait awhile after the release of Fusée Gelée, a softmod method of accessing CFW and homebrew will eventually be released.
