Put this file on the root of your sd card, overwriting the old one: https://github.com/fincs/new-hbmenu/releases/download/v2.0.0/boot.3dsx. Many people forget this step.

Go into a 3ds game, open the Rosalina menu, go to miscellaneous, replace current app with hb launcher, exit out of the app, and relaunch it. Also, to clarify, you are 100 percent sure you are using the new and updated hb launcher right? You're not just saying you already have a boot.3dsx.
