ROM Hack 3ds DLC on Citra

It's possible to play DLC content using Citra emulator, or with the WiiU USB Helper? I mean, play the game with DLC content on the emulator. For example, in the screenshot says that the game as been installed, but the DLC is not. Is even possible to install?

You would need a 3ds that has CFW on it

Something like this, but you need to do it in reverse, since you are going from Emulator to console, even on CFW 3DS you need to find the DLC file of the game if you don't want to pay.
