Is there a homebrew app for 3DS like Microsoft PowerPoint?
Or maybe some homebrew apps that let you playback videos?

I'm not sure about power point but there is a 3d movie player that plays .moflex video files from the root of your sd. I think it is called 3d movie viewer, other than that, I don't think there is a video player for 3ds that supports any other video format.

Is there a way to convert video files to .moflex files?
 
Yes, but it is a bitch to do, you have to find a program called "Mobiclip Multicore Encoder" and the licence file for it, You will have to google around for it and read the manual for the software because it isn't the easiest to figure out.
