This makes the phailect guide safer because it doesn't exactly downgrade title per title, just inserts another's 3ds downgraded NAND altogether, the transferable part, at least?

It really depends on how compatible is the generated and patched NAND, the slightest error will lead to instant brick. Also, very little is known about 2.x since it is not used as a normal entry point, on systems with real 2.x they usually update to 4.x directly via cart.

For an actual downgrade, you might end up with a partial downgrade at different points, but it will not be instant brick

well then, ctrtransfer to 11.5 and then update to 11.6 through system settings
