Gaming [ACNL] Question regarding past villagers

There's something I wanted to know more about past villagers.

After leaving, they may appear in the main street minding their own business but still knowing who you are if you talk to them.

Now I'm aware about the game keeping track of 16 past villagers, and that they can't move into your town again until they get cycled out.

Does that mean that at this point, the game will basically reset them and thus make them act like it's the first time you met?​

Yes, they do get reset when you meet them once again for moving back into your village
