I am currently using a japanese new2dsXL, and I decided to keep it JP for the online connectivity. I was looking into home menu patching, and have tried using the HomeMenu tool by @Asia81 . I replaced the "RomFS\message\JP_Japanese\menu_msbt_LZ.bin" with the english one, re-packed, installed the CIA, and got a crash. Next I tried decompressing the menu_msbt_LZ.bin, as well as the english one, and copied over all the entries, saved, re-compressed, re-packed, installed, still got a crash. I tried LayeredFS in Luma 8.1.1 for a safer approach, although that appeared to not load the patch (I put it in luma/titles/0004003000008202/romfs/message/JP_Japanese/menu_msbt_LZ.bin). I've seen a video of this being done before, so is there any insight to getting this to work? Bonus points if I can get the system settings to translate too.
In a nutshell, I'm trying to make my 2DSxl as english as possible without actually region changing it.

It's not really the issue, as I can navigate the menus pretty well, but just for the aesthetic I suppose.
Here's the video I found by @Februarysn0w
And it links to this tutorial https://gbatemp.net/threads/tutorial-edit-the-homemenu.424449/
I'll try again since I noticed I didn't re-encrypt the home menu cia after (Though I thought that wouldn't matter with luma)

It does, system titles must be encrypted

What connectivity? If you're thinking about multiplayer, there's no problem with region changing afaik (the eShop account is the obstacle)

I retried with encrypting it, and i still got an error. Restoring my nand backup again lol

Mainly games like pokemon which i plan to play in english anyways, but i figured the updates would be seamless if eshop isnt broken

If you can't get this to work, consider creating an emunand, region changing the emunand, and then just booting directly into emunand (or swapping sysnand and emunand).

Hey! You made the video! The US menu is 0004003000008F02
And the jp one is 0004003000008202
Im pretty sure theyre the same between o3ds and n3ds

Also, i dont want to make an emunand, its not really useful for my purpose as it would still give the same limitations as region changing sysnand

but when you update your firmware you will get update error, so you need to re-install original homemenu -> update your 3ds -> re-editing newly installed homemenu CIA.

Here is a download link for some system software Luma patches that can translate JPN 3DS to English.
I made them because I'm a Chinese and I don't Japanese :)They are tested on my JPN new3DS.
But these only the software, not the Home Menu.
Hope These patches can help you :P

These are pretty nice! Although when I go to the system settings, and click other settings, it crashes. Other than that, this is good for the built in titles
