I couldn't find a phone with that specific processor at your requested price. If you were willing to drop the processor to an 810, you could get an HTC One M9 on Ebay for less than $300 CAD.

If you are willing to search for a while, you can get a phone that will do high-end gaming for a lot less. I managed to snag a phone for $70 that plays most high-end games at Ultra Settings 60 FPS....

Tests: Epic Citadel, Dead Trigger 2, and Shadowgun run at the highest settings at 60 FPS or above.
Emulation through Retroarch is perfect (using FCEUUM, SNES9x, MGBA, and Genesis Plus), especially with my MOGA controller...
I've also played Undertale on it, it runs perfectly as well (though a potato can run that game XD)...

I have an LG G5. Its battery is small for gaming, but it's replaceable. Mine came with a spare and wall charger in a promotion, so I normally use two batteries when gaming. For everyday use, the battery is normally enough, usually lasting quite more than my old LG G3's 3000mAh battery did.

I pre-ordered mine at full price (715€) in a local retailer, so I've had it since launch. Only issue so far is the GPS, which has recently started occasionally crapping out on me, but this is after a year and a half of heavy abuse.

GPU: Mali 400
RAM: 1GB (really the only thing that is lacking)
Stock Android 6.0
Screen: 1280X720 IPS panel

The GPU that comes with this phone is actually considered the most popular android GPUs of all time, and is featured in over 20% of Android phones. Not to mention, the Mali line of GPUs are in direct competition with the Adreno line...

Look at LeTV LeEco.
These costs +$170 and come with Snapdragon 650-+820 and Mali-T880 combo.
BangGood link. No refer since i'm not a kid hungry for money
$220 for 4GB RAM, Sadly with Adreno 530, and Snap820.
Don't worry, The company itself is okay with Custom ROMs and even suggest doing that.
You can easily get Lineage OS or Resurrection Remix on it.
